The scheme operates through the delegation of authority by the New Zealand Ministry for Primary Industries (MPI) to authorised Independent Verification Agencies (IVAs) to provide certification services for exports of plant and forest products. MPI uses IVAs to provide information and services for exporters including destination country requirements, ePhyto requests and verification, phytosanitary inspection, and pest surveys.
The scheme is based on the New Zealand Plant Exports Certification Standards which outline requirements that parties involved in exporting plants need to meet.
Applicant CABs will need to comply with MPI’s Accreditation of Independent Verification Agencies Providing Forestry Export Phytosanitary Certification Services. Applicants will need to contract with MPI and meet any other requirements as determined by MPI from time to time.
As an inspection scheme, applicant CABs need to comply with ISO/IEC 17020:2012 – Conformity assessment – Requirements for the operation of various types of bodies performing inspection.
