Human Services Quality Framework (HSQF) Scheme

The scheme was developed by the Queensland Government Department of Communities, Child Safety and Disability Services and JAS-ANZ following a review of human services schemes operating in other jurisdictions. This provided an opportunity to improve audit efficiencies and reliability by standardising requirements to the greatest extent possible across a range of services including disability services, child safety, young people, women and children escaping domestic and family violence and community services.

The scheme is based on the Human Services Quality Standards (HSQS) that apply to all departmentally-funded providers. Under Queensland’s quality and safeguarding framework for transition to the National Disability Insurance Scheme (NDIS), the HSQS and HSQF certification scheme also apply to NDIS providers of prescribed disability services.  A streamlined assessment process measures the performance of in-scope services against the standards - this assessment is conducted at the organisation level. A continuous improvement framework supports the participation of customers in quality improvement.

The HSQS amalgamate the quality standards for disability services, community care, child safety and community services and cover the core elements for quality service provision.

Scheme requirements

Applicant CABs will need to comply with HSQF Scheme (HS Scheme Part 2) – Additional requirements for bodies certifying Human Services in Queensland. Applicants also need to comply with Human Services Scheme Part 1, Common requirements for bodies certifying Human Services as the HSQF Scheme calls up Part 1. See separate information page on the latter.

As this is a service certification scheme, applicants also need to comply with ISO/IEC 17065:2012 – Conformity assessment - Requirements for bodies certifying products, processes and services.  This standard is available from ISO directly or through Standards Australia or Standards New Zealand.
